Job Overview

General Background of Project or Assignment:

In collaboration with Government of Pakistan, UNHCR is providing protection and assistance to refugees. While some of protection activities are implemented directly by UNHCR, other activities such as provision of health services, cash assistance, implementation of quick impact projects, distribution of core relief items are implemented through partnerships with Government, National and International NGOs.

In line with its existing policies and procedures guiding partnership agreement, UNHCR contributes to the salaries of project partners’ personnel, for which we have a clear guidance note for the NGO and INGO partners. However, currently there is no adopted and harmonized approach in UNHCR Pakistan to guide UNHCR’s contribution towards personnel cost of Government project personnel and thus necessitating a salary survey in order to establish scales that would guide UNHCR’s contribution towards personnel cost of Government partners.

Overall Purpose and Scope of Assignment:

Given the diversity of National Personnel of Partners and their functions, setting one rate for UNHCR contribution towards personnel costs was not considered feasible. UNHCR, in consultation with Chief Commissionerate for Afghan Refugees, is therefore considering establishment of local rates for its contribution towards National Personnel costs by taking into account a proposal through this consultancy to be commissioned by the UNHCR Office Islamabad, Pakistan. This survey will be based on local market research and the GoP human resource policy including best practices of peer Government Organizations.

The survey is expected to provide comparison against a standard categorization of the National Personnel functions (whether employed by GoP or the project staff) that has been introduced in line with the UN functional classifications summarized in below table for consistency amongst various types of Partner and Personnel, better cost allocation and efficient management.

Objective-1: Gather and analyse data on job profiles, salary/structures, allowances, and benefits provided by competing Government Organizations/ departments. Conduct a review and comparative analysis of the staff.

Objective-2: Harmonization of titles and salaries across the board (Sind, Punjab, KPK, ICT and Baluchistan).

Minimum Qualifications:

Master’s degree in Human Resources, 03 years of working experience in the field of providing HR consultancy. Proficient in English and Urdu.

Contract Expectations:

Duration: 15 January 2022 to 15 July 2022

The consultant will be based in Pakistan and should be able to travel across the country
