Job Overview
General Background of Project or Assignment:
In line with its existing policies and procedures guiding partnership agreement, UNHCR contributes to the salaries of project partners’ personnel, for which we have a clear guidance note for the NGO and INGO partners. However, currently there is no adopted and harmonized approach in UNHCR Pakistan to guide UNHCR’s contribution towards personnel cost of Government project personnel and thus necessitating a salary survey in order to establish scales that would guide UNHCR’s contribution towards personnel cost of Government partners.
Overall Purpose and Scope of Assignment:
The survey is expected to provide comparison against a standard categorization of the National Personnel functions (whether employed by GoP or the project staff) that has been introduced in line with the UN functional classifications summarized in below table for consistency amongst various types of Partner and Personnel, better cost allocation and efficient management.

Objectives:
Objective-1: Gather and analyse data on job profiles, salary/structures, allowances, and benefits provided by competing Government Organizations/ departments. Conduct a review and comparative analysis of the staff.
Objective-2: Harmonization of titles and salaries across the board (Sind, Punjab, KPK, ICT and Baluchistan).
