Government of Pakistan’s initiatives to facilitate Pakistani Diaspora to promote Decent Work in Pakistan
Introduction
The Government of Pakistan attaches high priority to the overseas Pakistanis and is keen to promote, nurture and sustain a mutually beneficial and productive relationship between Pakistan and the overseas Pakistanis. As per Bureau of Emigration & Overseas Employment (BE&OE), currently over eleven million Pakistanis are residing or working in 115 different countries around the world. These overseas Pakistanis are playing a pivotal role in the development and growth of their homeland through remittances. However, in past, there were very few attempts to engage Pakistani diaspora in other countries to promote decent work in Pakistan by transfer of technology, enhanced investments, technical training, value-added production, and improved productivity and competitiveness of Pakistani workforce.
In 2019, in collaboration with Ministry of Overseas Pakistanis & HRD (MOP&HRD) and Italian Cooperation for Development (AICS), the ILO initiated a process to engage Pakistani Diaspora in Italy to promote Decent Work in Pakistan. An Italian Trade Union Centre, ISCOS, was engaged to implement this project with Pakistani diaspora in Italy – in close collaboration with Pakistani Embassy in Italy. As a first step, ISCOS undertook a Survey to assess interest of Pakistani diaspora in Italy and to identify their priorities to support Decent Work initiatives in Pakistan. Survey indicated a higher level of interest by Pakistani diaspora and confirmed priority areas. In addition, the Survey identified a number of areas where Pakistani diaspora will require support from Government of Pakistan – particularly, in areas of one-window facility for knowledge about Pakistani Laws for business registration, taxation, labour, and other related areas.
Based on this initiative, on 6th December 2021, the Ministry of Overseas Pakistanis & HRD has established a Working Group of relevant Government institutions responsible to provide necessary support for Pakistani Diaspora. These institutions include Board of Investment (BOI), Federal Board of Revenue (FBR), State Bank of Pakistan (SBP), Small & Medium Enterprise Development Authority (SMEDA), Securities & Exchange Commission of Pakistan (SECP), Ministry of Commerce (MoC), and ILO.
In first meeting of Working Group, these institutions identified a number of initiatives already undertaken by the Government to facilitate Pakistani diaspora. These include the ‘Roshan Digital Account (RDA)’ by State Bank of Pakistan, On-line Business Registration Portal by SECP, On-line Tax registration, and more. As part of the ILO Project, this information will be disseminated to the Pakistani Diaspora in Italy – through face-to-face meetings. For this purpose, ILO intends to develop a Booklet, a Video animation (2-3 minutes) and one short animation (30 seconds) highlighting major initiatives to facilitate Pakistani diaspora.
Objectives:
To develop an information package comprising of a booklet, a 2-3 minute video and a 30-second animation designed for use on social media covering key Government initiatives to facilitate Pakistani Diaspora for promoting Decent Work interventions in Pakistan.
Proposed Deliverables
1. Booklet: Design a Booklet highlighting all relevant Government initiatives to facilitate Pakistan diaspora (PDF version). Booklet will be produced in English and Urdu language versions on A5 size paper, approx 20 pages, multi-colour, using creative illustrations. The booklet should incorporate text accompanied by illustrations or drawings to make the publication engaging and interesting and help facilitate readers to understand the process. 2. Animated Video: Prepare an animated video (2-3 minutes) in English (with Urdu sub-titles) highlighting the relevant Government initiatives to facilitate Pakistan diaspora in an engaging and illustrative manner. 3. Short Animated Video for social media: One brief animated video (30 seconds) in with English & Urdu languages (voiceover) for Social Media – based on the animated video at (2) above. The short video will be shared and posted on social media to promote awareness of the longer video and the booklet.
Vendor responsibilities
- Based on summary information received from all relevant institutions, collect detailed information from each institution in a standard format (if needed).
- Draft the text of the booklet for comment by ILO & MOP&HRD
- Design a the layout of the booklet using illustrations
- Translate all relevant material for booklet or video from Urdu to English and vice versa
- Finalise the booklet based on ILO & MOP&HRD for review, feedback, and comments.
- Preparation of storyboard for the video animation and short social media video
- Preparation and presentation of a Zero draft of the video animation and short social media video
- Vendor will be responsible for video-editing, story-boarding, voice-overs, titles/sub-titles
- Vendor will be responsible for complying with all copyright issues relating to materials used (e.g. illustrations, video music etc) The vendor must provide ILO with proof of copyright if requested.
- Finalisation of the video animation and short social media video based on review, feedback, and comments from ILO and MOP&HRD
- Submitting final materials for approval to ILO and MOP&HRD.
- Final materials should be provided both as working files (MOV, MPEG, PDF etc) as well as the working files (e.g. Adobe).
ILO responsibilities
- To provide guidance on the content of the booklet and the institutions from which material needs to be collected
- Provide and facilitate contacts at relevant organisations
- Support liaison with the MOP&HRD
- Provide rapid and comprehensive feedback and/or approval on all drafts
Methodology:
This assignment will be assigned to a well reputed consulting firm with previous experience in similar activities. The firm will submit a short proposal against the ToR. The proposal will include both Technical and Financial elements.
Timelines:
Consultant will be required to identify number of workdays required to undertake this assignment.
Payment Mode:
The payment will be made against deliverables. All deliverables will be subject to ILO standards and official procedures. Only once materials have been approved by ILO will payment be released. Payment will be made in three instalments subject to the deliverables as given below;
i. 10% payment on signing of Contract and submission of workplan
ii. 40% payment on submission of final version of booklet after approval by ILO.
iii. 50% payment on submission of final version of documentary and brief video– approved by ILO.
Applicant Qualification and Requirement
- A well-reputed firm with relevant experience and understanding of norms and quality requirements of ILO/UN.
- The firm must have at least two years demonstrable experience producing relevant products.
- Experience with labour-related issues will be an advantage.Firm submitting their offer must attach/provide the following documents/information:

c) A short creative proposal for the booklet, video and short social media video showing the proposed approach and mock-up designs

Budget proposal
e) A financial proposal including all costs under the TOR
Award Criteria
The application will be evaluated through comprehensive appraisal criteria described as follows:
1. Technical proposal with 70% weight.
2. Financial proposal with 30% weight
